Audio File from court proceeding

If a outside source asks a freelance reporter to have audio file from a court proceeding transcribed; (because the court can't have it done).

Do those rates fall under the rates that circuit court reporters can charge?

Thanks for any references or experience on this.

No. The rate would be whatever you negotiated with the attorney. If the transcript is to be used for appeal you will need to file the appropriate certs

    Manual Section 6, Chapter 1(D)
    D. Freelance Court Reporters/Recorders
Absent judicial resolution, the board has determined that freelance court reporters or recorders are subject to the same statutes as court employees when acting as an official court reporter or recorder. They may charge no more than the statutory per-page rate.

As a sidenote a clarification regarding what constitutes "acting as an official court reporter or recorder" is being sought of SCAO.
